| Background: | The Federation of PEI Municipalities held its first meeting 1957 for the purpose of forming a "Union of Local Authorities" for the province of Prince Edward Island. A constitution was discussed and adopted at the 1957 meeting and it declared FPEIM's objectives to be the guidance and improvement of legislation upon municipal issues, united action on matters of municipal concern, and the fostering of a fraternal spirit among members. The constitution also stated that the executive of F
PEIM would be comprised of a president, first vice-president, second vice-president, honourary secretary-treasurer, and two representatives from each Island county.
This award was established in tribute to Gilbert C. Bell's exemplary service to the Federation of PEI Municipalities, serving as President of the Federation in 1961-62. Gilbert C. Bell was the Mayor of the Town of Borden at the time. |
